Following an exceptional policing career, she has spent the past seven years as an international consultant, strategic advisor, curriculum architect, and executive‑level trainer specializing in public safety leadership, critical incident management, trauma‑informed practices, crisis negotiation, major case management, and organizational resilience.

During her policing tenure, Monique served as Division Commander for Patrol Services, Investigation Services, and Support Services—becoming the first female senior officer in the history of her police service. Her leadership portfolio includes major investigations, emergency management, crisis negotiation, critical incident command, and operational oversight of multidisciplinary teams operating in high‑risk, high‑complexity environments. Her career is widely regarded as a benchmark for operational excellence, strategic leadership, and progressive policing.

Monique is nationally recognized for her contributions to policing reform, professional development, and trauma‑informed organizational transformation. She co‑authored the Canadian Association of Chiefs of Police (CACP) Canadian Framework for Collaborative Police Response on Sexual Violence, establishing a national model that reshaped investigative and response practices across Canada. She also served as a contributing consultant for the Canadian Framework for Trauma‑Informed Response in Policing, further advancing national standards for modern, evidence‑based policing.

As a consultant and educator, Monique designs and delivers advanced leadership and operational training for police services, public safety agencies, healthcare organizations, emergency management bodies, Indigenous communities, and government institutions across Canada, the United States, and Europe. Her work spans executive leadership development, major case management, crisis intervention, organizational readiness, and curriculum modernization—supporting institutions in building resilient, high‑performing workforces.

A sought‑after speaker and thought leader, Monique has presented at national and international conferences on leadership, public safety innovation, crisis management, emergency operations, women in leadership, and trauma‑informed systems. Her influence extends across sectors, shaping policy, practice, and leadership culture within complex operational environments.

Through her role with Veritas Institute, Monique brings unparalleled operational leadership experience, strategic advisory insight, governance acumen, and a deep commitment to advancing professional development and workforce modernization across the global public safety and security landscape.

In addition to her Board responsibilities. Monique serves as President of the International Law Enforcement Professional Development Institute (ILEPDI) and Co‑Chair of the Veritas Advisory Council, where she plays a central role in shaping the Institute’s global mission. She provides executive leadership to a premier international professional development community that supports law enforcement, military, intelligence, and public‑sector professionals in transitioning into high‑demand private‑sector roles. Her governance responsibilities include guiding curriculum standards, strengthening global partnerships, and ensuring that ILEPDI delivers academically credible, university‑aligned pathways that transform public‑sector experience into private‑sector leadership. Through this work, she advances a unified, modernized, and globally connected security workforce—reflecting her lifelong commitment to elevating the profession and those who serve.
