Scott McCallum, MStJ, CD, is a senior public safety and organizational governance executive with more than 36 years of distinguished service across federal, municipal, private, military, and higher-education sectors. He is recognized for principled leadership, disciplined decision-making, and the ability to guide institutions through complex, high-risk operational and governance environments with clarity, discretion, and strategic foresight.
Scott most recently served as Manager of Community Support and Safety at Huron University College, where he held executive responsibility for campus safety operations, investigations, conduct management, and institutional risk response. In this capacity, he worked closely with senior administration and external partners to strengthen governance structures, advance threat-management capabilities, and reinforce a safe, accountable, and inclusive academic environment.
His earlier career includes senior command appointments with the CN Police Service, where he served as Detachment Commander and Police Inspector, leading uniformed operations and sensitive investigations across Ontario. Scott also brings extensive municipal policing experience from the St. Thomas Police Service, followed by a post-retirement return to operational duties with the Aylmer Police Service — a reflection of the confidence placed in his judgment, professionalism, and leadership by policing organizations and the communities they serve.
In parallel with his civilian career, Scott served nearly three decades with the Canadian Armed Forces Military Police (Primary Reserve), retiring at the rank of Warrant Officer. He is a recipient of the Canadian Forces Decoration (CD) for long and honourable service. His military tenure further shaped a leadership philosophy grounded in accountability, discipline, and performance under pressure — qualities that translate directly into effective governance and advisory oversight.
Beyond his professional roles, Scott is a co-founder of the Canadian Ukrainian Logistics Division (C.U.L.D.), which has coordinated the delivery of more than 100 metric tons of humanitarian aid to Ukraine since the outbreak of war. He has deployed to Ukraine on three separate occasions to support humanitarian and logistical operations. He has also contributed to post-secondary education as a guest lecturer at King’s University College.
Scott brings to Veritas Institute’s Advisory Council roles a steady, values-driven perspective informed by decades of senior operational leadership. His expertise includes risk management, organizational culture, crisis leadership, stakeholder engagement, and ethical governance. He is a trusted strategic advisor with a demonstrated commitment to public service, institutional integrity, and the advancement of professional standards.
