Christine Robinson is the founder of Threat Shield Consulting and a certified Behavioural Threat Assessment and Management Specialist, a designation she has held since 2015. She retired from the Peel Regional Police in 2025 following a distinguished 30-year career marked by exemplary service, leadership, and innovation in public safety. In recognition of her contributions to policing and community protection, she was awarded the Police Exemplary Service Medal.
Throughout her policing career, Christine served in a broad range of operational, investigative, and specialized units, including Uniform Patrol, the Criminal Investigations Bureau, Youth Crime, Intelligence Services, the Special Victims Unit, Offender Management, Internal Affairs, and the Threat Assessment Unit. This diverse portfolio provided her with deep expertise in the investigation, assessment, and management of violent crime, high-risk individuals, and complex behavioural threat cases. In 2019, she was recognized as a finalist for the Ontario Women in Law Enforcement (OWLE) Excellence in Performance Award, underscoring her commitment to professional excellence and community safety.
As a Behavioural Threat Assessment and Management Specialist, Christine has worked extensively with criminal justice partners, public safety agencies, government bodies, healthcare systems, school boards, post-secondary institutions, community wellness organizations, and private-sector clients. She provides specialized training, consultation, and case support focused on identifying, assessing, and mitigating risks to public safety. Her work includes delivering expert opinions on risk and developing evidence-based management strategies for cases involving targeted violence, threatening communications, sexual violence, intimate partner violence, stalking, and other complex threat-related concerns.
Christine is widely respected for her practical, evidence-informed approach to threat assessment and violence risk management. She has been qualified as an expert witness in both criminal and civil proceedings, offering specialized testimony on behavioural threat assessment and violence risk issues. She is also a long-standing member and current Director-at-Large of the Canadian Association of Threat Assessment Professionals (CATAP), where she contributes to advancing national standards, professional education, and best practices within the threat assessment field.
In her role as an Advisory Council and Faculty Member, Christine brings a rare synthesis of operational depth, investigative sophistication, and evidence-informed practice. Her expertise is highly transferable across the broader security and risk-management landscape, positioning her to make significant contributions to the evolution of professional standards and practitioner competency within the industry. With a demonstrated ability to translate complex behavioural science into practical, actionable frameworks, she strengthens the bridge between academic inquiry and real-world application.
