Campus Emergency Operations and Lockdown Command

Campus Emergency Operations and Lockdown Command
Course Code: 1A17 Duration: 11 Modules – Approximately 8 hours Accreditation: Board Certified

“This is not a theoretical course. It is a practical, scenario driven, operationally grounded certification that prepares learners for the real world.”

Course Overview

Campus emergencies unfold in seconds. The decisions made in the first few moments can determine whether confusion spreads—or lives are protected.

Campus Emergency Operations and Lockdown Command is a comprehensive North American certification program built for the realities of modern colleges, universities, and private school campuses across Canada and the United States. The program combines ICS / NIMS / IMS operational doctrine with trauma-informed, student-centered response practices, giving learners the tools to lead during lockdowns, active threats, medical crises, severe weather events, hazardous materials incidents, and complex multi-agency emergencies.

By the end of the program, learners move beyond policy awareness and gain the confidence to make high-consequence decisions, coordinate responders, communicate under pressure, and command a campus emergency operation from initial notification through recovery.

Who This Course Is For

  • Campus security officers and supervisors responsible for frontline emergency response and incident leadership.
  • Residence life and housing professionals managing 24/7 student environments where overdoses, mental health crises, and interpersonal conflicts may emerge.
  • Emergency management and risk personnel responsible for planning, coordination, exercises, and continuity of operations.
  • Student affairs leaders and senior administrators accountable for duty of care, crisis communication, and post-incident recovery.
  • Contracted security providers in education operating on college, university, and private school campuses.

Learner Outcomes

Graduates leave with an operations-ready foundation for campus emergency leadership. Learners will be able to:

  • Assess the modern campus threat landscape, including mental health crises, substance use, trafficking, swatting, and cyber-physical threats.
  • Apply ICS / NIMS / IMS principles during real campus incidents and coordinate effectively with police, fire, EMS, and emergency management agencies.
  • Select and implement the correct protective action—lockdown, lockout, shelter-in-place, or evacuation—under time pressure.
  • Strengthen patrol, access control, incident stabilization, and property protection operations in high-density campus environments.
  • Recognize behavioral warning signs and contribute to multidisciplinary threat assessment processes.
  • Deliver clear, timely, and actionable crisis communications to students, staff, parents, media, and external partners.
  • Support post-incident recovery, continuity of operations, and trauma-informed community stabilization.
  • Lead confidently during a full-scale campus emergency simulation that mirrors the operational realities of a real crisis.
